Something remarkable happened at 3.30 in the morning while most of America was fast asleep. The United States Senate, after an all-night voting marathon, finally passed a budget resolution that effectively ended the Schumer shutdown. But that's not the headline here. The headline is the way the Republicans just passed this funding bill because it may be the most important political development of 2026. Stick them to the very end of this video because we're about to see exactly how the SAVE Act gets passed and why the Democrats, after everything they've just put this country

0:38

through, have almost no power left to stop it. Hey gang, it's me, Dr. Steve, your patron professor here to help you make sense of the madness with breaking news and analysis you're not going to get anywhere else. You know what to do, make sure to smack that bell and subscribe button. So it is official at 3.30am Thursday morning, the Senate passed a budget resolution which finally ends the DHS, the Department of Homeland Security's partial shutdown

1:07

that's been dragging on since mid-February thanks to up Chuck Schumer and the demon Democrats. And it simultaneously unlocks the reconciliation pathway for a full $70 billion funding package for ICE and Customs and Border Protection. The vote came at the tail end of an all-night voterama, the Senate's term for a marathon session where members can offer unlimited amendments in rapid succession before a final vote on a budget resolution. The House still needs to pass the final

1:40

reconciliation bill. Trump has set a June 1st deadline for that to happen, which it almost certainly will. And with this, we are seeing the quiet but very definite end to the disastrous Schumer shutdown, which has been, frankly, a political catastrophe for the Democrats. You, of course, remember the fallout from the the Democrats refusal to fund TSA agents in retaliation for ICE agents deporting their future voters. Remember ICE funding got front loaded.

2:13

So they could, they're funded all the way to 2029. So the Democrats couldn't defund ICE. So what they did is they took it out on TSA and travelers all across the country. They were forced to wait in airport security lines for upwards of three to four or even five hours. It was only resolved when President Trump signed an executive order deploying ICE agents, the very agents that the Democrats were retaliating against. He sent them to our nation's airports to help light the load so that travelers could get to their

2:48

destinations with the least amount of hassle and impediment as possible as it turns out once Democrats realized that Trump took away their leverage their only leverage of travel pain that they thought they could effectively blame the Republicans for, Schumer and his fellow leftist ilk recognized there was absolutely no longer, there was just no point to continuing with this disastrous shutdown, especially given the Democrats' own polling of late.

3:18

Congressional Democrats are consistently polling at their lowest level ever. They're more unpopular than they've ever been in this shutdown this utterly pointless Ridiculous shutdown is part of the reason for it. But now What was so strategically key to ending this shutdown is? one word Reconciliation that's the one word that has the most direct bearing to passing the Save America Act,

3:50

an act that has upwards of 60, 70% approval among likely voters. Now, for those who are new to this, reconciliation is a special Senate procedure that allows legislation with a direct budgetary impact. That's again, that's key.

4:09

Legislation with a direct budgetary impact is able to be passed with a simple majority, 50 votes, bypassing the 60 votes normally needed to overcome a filibuster. It's the same process Republicans use to pass the big beautiful bill, same process Democrats use to pass that monstrosity we call Obamacare, and it is at this moment in history the most powerful legislative weapon in the Republican arsenal. Thursday morning's vote, their

4:40

50 to 48 vote, was the first step in that reconciliation process, a budget resolution that unlocks $70 billion for ICE and CBP and sets the stage for a full reconciliation bill that can pass the Senate with a simple majority, bypassing the Democrat filibuster entirely. And here's why that matters enormously for the SAVE Act. The SAVE Act, again, if you don't know, it's the Safeguard American Voter Eligibility Act. It's Donald Trump's number one legislative priority of the year.

5:14

It passed the House 2018 to 2013. It requires proof of citizenship to vote, and it mandates photo ID at the polls. It's common sense election integrity legislation that polls show North is 70% support with the American public including majorities of Hispanic voters and black voters. And it's been blocked repeatedly in the Senate by the Democrat filibuster which requires 60 votes for final passage,

5:41

votes Republicans simply don't have. But the Trump administration has been working on a workaround. Secretary of Homeland Security Mark Wayne Mullen, just hours after being sworn in, told the Daily Signal directly that the White House wants to move the SAVE Act through reconciliation. So if the Senate isn't going to gut the filibuster, if the Senate isn't going to gut the filibuster, if the Republicans aren't going to gut the filibuster, then the

6:11

second best option is passing the SAVE America Act as a budgetary act. So the only question is what's the possibility of that happening? Given that the Save America Act is not directly a budgetary issue, how exactly are they going to pass it through a reconciliation process specific to budgetary issues? That's exactly what we're about to find out and

6:41

the resolution to that is going to blow your mind. Did you know that about one in five Americans live with chronic pain that won't go away? For many, the advice is always the same. Manage the symptoms with pills, injections, or quick fixes instead of addressing what's actually causing the pain.

7:01

And the daily cost of pain isn't just physical. It affects your mobility, your work, your energy, your overall joy. Over time, it quietly limits how you live. That's why innovations like TheraBlue from my friends over at the Wellness Company really matter.

7:17

TheraBlue isn't just another topical cream that sits on the surface. It's a next-generation peptide gel designed to work at the cellular level where inflammation and tissue stress actually begin. It uses advanced molecular delivery technology to help key ingredients penetrate deeper into muscles and connective tissue.

7:38

Its formula includes compounds like GHK copper peptide, which supports tissue repair and collagen production, along with NAD plus support for cellular energy and recovery. It also contains methylene blue, known for supporting mitochondrial function, plus natural anti-inflammatory ingredients

7:57

like turmeric and arnica and MSM and white willow bark. The result is fast absorbing, non-greasy comfort that doesn't just numb the area, but supports your body's own recovery process over time. No pills, no injections, no harsh chemicals. If you're dealing with muscle pain, joint discomfort,

8:48

our heads together to figure out how to do it. The American people no longer have confidence in our elections. You can debate whether that's justified or not, but it's just a natural fact. I think that we can restore confidence in our federal elections if we do three things. If we come up with a way to make sure that everybody who is registered to vote is an American citizen.

9:16

I think we can restore confidence in our elections if, number two, we pass a rule for federal elections that says you have to prove you are who you say you are in order to vote. And number three, I would like to see us, I consider this part of the Save America Act, but it's not traditionally part. I think we ought to go back to having an election day and not an election month. That's the great Louisiana Senator John Kennedy. He's going to

9:51

get his wish certainly for that third thing there. It looks like the Supreme Court is going to enforce all votes nationally have to be in by election day. No more of these election weeks and months going on and on and on. But what about the other two? What about voter ID and proof of citizenship? Well here's the honest complexity to that. I'm going to give it to you straight. The traditional interpretation of the reconciliation rules, or specifically the so-called Byrd rule, says that provisions must have a direct

10:28

and primary budgetary impact to qualify for reconciliation vote for a simple majority. A pure voter ID mandate could be ruled out of order by the Senate parliamentarian on the grounds that it's a policy issue, not a budget issue. The parliamentarian on the grounds that it's a policy issue, not a budget issue. The parliamentarian struck down several provisions in Biden's reconciliation bills on exactly those

10:51

grounds. Now, this is where House Administration Chair Brian Steele has been circulating a menu of election provisions specifically designed to survive the Byrd rule. And it is creative, it is serious, and it is potentially very, very effective. This is really interesting. What he's basically proposing is that

11:22

rather than sort of define, pass a bill that defines what states are required to do, instead pass a bill that penalizes, severely penalizes states for refusing to enforce voter ID and proof of citizenship. So those states, through this bill, would lose their federal, what's called HAVA funds, that's Help America Vote Act dollars

11:54

that flow from Washington to help states administer elections. That's a direct budgetary mechanism. States would lose tons of money if they fail to implement what that budgetary mechanism requires, which is enforcing voter ID and proof of citizenship. And then you make that funding contingent as well on post

12:19

election auditing requirements backed by financial incentives and penalties. In other words, you can't mandate voter ID through reconciliation directly, but you most certainly can go ahead and mandate the financially ruinous consequences for any state refusing to implement it. And that's nearly the same thing. Do you see? It's just it's the same thing from two different vantage points.

12:51

So if you can't mandate the SAVE Act through reconciliation, the requirements themselves, you can certainly mandate the ruinous financial consequences for failing to enforce those requirements. So the requirements come subtly in through mandating the consequences. It's all a matter of how you work out the requirements

13:19

from the standpoint of parliamentarian requirements. And according to Politico, three people familiar with what's going on behind the scenes between Senate Republicans and the Trump White House said that the most likely outcome of the upcoming reconciliation bill, again we're talking just days from now, is adding money for ballot security measures and incentivizing states to enact voter ID requirements. It's not the full SAVE Act, but this is the key, it's the core of the SAVE Act.

13:51

And it gets to the same destination. Through a door that Democrats are simply powerless to lock. So bottom line here, the Senate parliamentarian is going to be the key gatekeeper. And her rulings are genuinely, as I understand it, unpredictable. Trump has floated the idea of overruling the parliamentarian by a simple majority vote. But you know, given the amount of rhinos we have and squishy Republicans, not only is that unprecedented, but most Senate Republicans, they're just

14:26

not there. Okay. They're the house of the Lords and they just, they're just not with that. But the pressure is building on them because the political logic is ironclad. Democrats who spent two months shutting down airports to protect illegal migrants from deportation, and Republicans want to make sure those same illegal migrants can't vote. So it's a winning argument at every kitchen table in America. Again, we're talking 78% support. The Democrats have played this entire game very, very badly. They chose the wrong hill, TSA funding, ICE funding, and they held it for two months and then abandoned

15:05

it at 3.30 in the morning without a single concession. They went into this fight with a massive polling deficit and they came out of the fight with an even deeper deficit. And now the reconciliation door is open, right? The same door they used to pass their own agenda for years and Republicans are walking through it with 70 billion dollars for ICE and the

15:30

SAVE Act provisions right behind it. Chuck Schumer called ICE and Border Patrol agencies agencies that nobody respects. Donald Trump just funded them for the next three years and now the SAVE Act is next in line. A SAVE Act where instead of mandating the requirements you mandate the budgetary consequences for failing to enforce those requirements. It's a way around the budgetary requirements, the provisions that are necessary, but you're getting to the same core,

16:08

to the same heart, and that is making sure that every state enforces voter ID and citizenship requirements. So, what do you guys think? Let me know in the comments section below. Is this it?
